CES offers a uniform and reliable procedure to provide enforcement services with the input of local officials. These services include:
_Trained and supervised enforcement officer(s) on a regularly scheduled basis to administer suspected violations of zoning and general nuisance (blight, junk cars, noxious weeds, etc.) ordinances.
_Site plan compliance of approved site plans, subdivision plats, and other site development related activities.
_Training services for communities with existing enforcement personnel.
_An "Enforcement Audit," to determine how effectively ordinances are currently enforced and implemented.
_Oversight supervision of existing enforcement personnel.
The goal of a good enforcement program should not be to issue tickets or citations, but to prevent the violation from occurring in the first place. In other words, the goal of effective enforcement is compliance. When ordinances are clear and are consistently enforced, the vast majority of people will comply with those ordinances. Similarly, when construction documents clearly illustrate a compliant design, it is easier for the builder/contractor and the inspector to produce safe structures.
